GIS Project Manager - St. Louis, MO

About the position:

The GIS team provides a dedicated range of services for the ADA/Accessibility Group at Cole, in addition to other types of projects for engineering, surveying, and land  development planning. This position requires proficiency in GIS, including but not limited to GIS analysis and programming/scripting for ArcGIS Desktop/Pro, Enterprise, and mobile data workflows. This position also requires proficiency in Python and extensive coding for GIS platforms. Work will be performed at our St. Louis, MO corporate office.


The GIS Project Manager will perform the following tasks and responsibilities:

  • Perform advanced GIS functions including models, python scripting and application development.
  • Utilize GIS and associated software to produce, display, and analyze geographic information; creates case maps to internal and external customers. At present external customers are predominantly public agencies but can also be commercial and private entities as well.
  • Develops ArcMap projects/layouts for the fulfillment of data requests as necessary; designs cartographic and other visual graphic output.
  • Prepare, update, and maintain databases, reports, statistical information, costing models, data prioritization models, and maps as requested.
  • Assists in the collection of mapping of various types of land use, public rights-of-way, transportation, and other types of data for comprehensive plans.
  • Interpret various information from applications to GIS files, e.g. survey drawings, site development plans, subdivision plans, plats, public rights of way of local governments, county governments, and state governments.
  • Interaction with field collection teams providing database set ups, running validation checks for proprietary technologies (in which technical lead will be trained); ability to monitor data inputs as required.
  • Oversee and assist other employees with map production and analysis of spatial database information; provides technical support to train and assist system users in new and existing GIS applications.
  • Organizes, creates, manipulates, enters and retrieves GIS data for reporting, analysis, and presentation purposes.
  • Collaborate with other team members, including Engineering Project Managers, GIS Project Manager(s), Accessibility Project Managers, and VP of Technology to advance internal processes and procedures.
  • Serve as a technical lead to other GIS staff members within the ADA Group.
  • Develop software that extends the capabilities of the ArcGIS platform.
  • Develop custom scripts/tools using a variety of programming languages to automate various workflows – with a heavy emphasis on Python.
  • Develop internal process documentations.
  • Aid VP of Technology in developing new standard operating procedures.
  • Contribute to critical thinking for GIS operations optimization in operating procedures, scripting, tools, etc.
  • Performs related duties as directed

Education and Experience:

  • Experience with mobile applications
  • Expertise coding experience with Python
  • Experience using web AppBuilder or other developmental tools
  • Proven experience in the use of GIS technology and methods specifically within Esri’s ArcGIS Enterprise environment
  • Bachelor’s Degree in Geography, Computer Science, Planning, Engineering, Surveying or related field

  • Skill in researching, compiling, and summarizing statistical data and information materials.
  • Ability to effectively communicate both orally and in writing.
  • Ability to establish and maintain effective working relationships and communications with project consultants, private contractors, City employees, and the general public.
  • Ability to organize work, establish priorities, meet established deadlines, and follow up on assignments with a minimum of direction.
  • Expertise in critical thinking for ‘smart’ coding practices to increase efficiency of GIS processing and analysis of data.
  • Expertise knowledge of scripting and programming languages commonly used within the GIS industry.
