History

Since 1990, Cole has expanded from its headquarters in St. Louis to multiple locations throughout the country, including St. Charles and O’Fallon, MO; Dallas, TX; and Phoenix, AZ. Starting with a focus on planning, civil design, engineering services, and land surveying, the company later expanded its services to include landscape architecture, ADA Transition Planning, and GIS.

We have done work across multiple disciplines in 43 states and continue to grow our reach and expertise with each new challenge. Our uniquely collaborative approach gets complex projects done on time and under budget—even when other civil engineering companies say they can’t be done.

Our Leadership

Cole’s success is grounded in the expertise of our management team. Our leadership possesses a combined 200+ years of specialized experience, offering clients exceptional technical knowledge and seasoned business experience.

Kevin E. Riggs, PE

Kevin E. Riggs is the president, chief executive officer, and majority shareholder of Cole. Kevin is responsible for the overall management, development, growth, and direction of the firm. He is actively involved in the planning and design phases of numerous projects, as well as client communications.

With 28 years of experience, Kevin has built a company that ranks among the industry leaders in civil engineering. His firm has earned three major national awards and has been honored by the St. Louis Business Journal and other local and national organizations. His personal achievements have been recognized by the design industry, as well as his peers at the Missouri Society of Professional Engineers. Kevin also devotes a great deal of time and resources to civic and charitable efforts.

Kevin received a bachelor of science degree from the University of Missouri-Rolla. He is a professional engineer and has been licensed in 40 states.



Lisa Baker

As Cole’s chief financial officer/vice president since 2007, Lisa has more than 27 years of experience in accounting and finance operations. Lisa is responsible for the finance strategy and direction of the organization, as well as human relations. Within finance she guides treasury, accounting, shareholder relations, tax, compliance reporting, and risk management to support the company's goals.

In her time with Cole, Lisa has built strong relationships throughout the civil engineering industry. Prior to Cole, she held senior financial roles in publishing, financial services, and healthcare. Lisa received a bachelor of science degree in accounting from the University of Missouri-Columbia.



John Harshbarger, PE

With over 24 years of experience in civil engineering, John is responsible for the management and operations of the St. Louis regions, which include the St. Louis and St. Charles offices. Prior to joining Cole in 2001, he served as the city engineer for the City of Blue Springs, Mo.

John received his bachelor of science in civil engineering from the University of Missouri-Rolla. He is a professional engineer, licensed in the following states: Arkansas, Colorado, Hawaii, Illinois, Kansas, Missouri, Tennessee, and Wisconsin. John is currently pursuing additional engineering licenses in Indiana, Texas, North Carolina, and New Mexico.



Jeremy Roach, PLA, ASLA

With over 26 years of landscape architectural experience, Jeremy is responsible for project work from conceptual master planning phases through construction documentation. When Jeremy came to Cole, he started as a senior land planner after working at two international design firms for nearly a decade.

Jeremy attended Kansas State University, where he received a bachelor of landscape architecture and certificate in regional and community planning. He is a former president of the St. Louis chapter of the American Society of Landscape Architects and a registered landscape architect in 22 states.



Jim Roth, PE

Possessing over 21 years of experience in the field of civil engineering, Jim is responsible for overseeing educational, institutional, commercial, recreational, and industrial land development projects. Jim has served as an expert collaborator on several multi-disciplined teams. After managing the St. Louis office for three years, Jim decided to take up the reins in our Phoenix office. A lifelong St. Louis resident, he moved himself and his family to Arizona in the summer of 2018.

Jim attended University of Missouri-Columbia where he obtained a Bachelor of Science degree in Civil Engineering. He is a Professional Engineer, licensed in the following states: Alabama, Arizona, Florida, Georgia, Illinois, Kansas, Mississippi, Missouri, North Carolina, and South Carolina.



Kurt Kutter, PE

Kurt joined the Cole team in 2020. As a Project Manager, Kurt is responsible for the overall management of the project, including client  communication, engineering and design, construction, and public outreach. Kurt is experienced in the design of complex new roadways, existing roadway rehabilitation, resurfacing, pavement maintenance, roundabouts, streetscaping, sidewalk, and trail projects. In addition, Kurt is responsible for budgets, schedules, design QA/QC, and staffing. 

Kurt attended Missouri State University - Springfield where he obtained a Bachelor of Science degree in Civil Engineering. He is a Professional Engineer, licensed in Missouri.



Tom Reynolds, PLS

With over 17 years of combined field and office experience, Tom has been involved in all aspects of survey production for a variety of project types, including boundary surveys, ALTA/NSPS Surveys, Topographic Surveys, Hydrographic Surveys, Control Surveys, Level circuits, and construction staking. He has extensive working knowledge of Trimble Software, Trimble Robotic total stations, Trimble Data Collectors, and Trimble GPS equipment. His areas of expertise include field data collection, processing, product management, QA/QC for both field and office data and deliverables, survey review, and client relations.

Tom started with Cole in an entry-level position in 2006. Through dedication to the company and the continued pursuit of knowledge in his field, he is now the survey manager for Cole’s St. Louis region. In his position, he works with clients across the country and in collaboration with his colleagues in Dallas, Phoenix, and St. Charles.

Tom is a registered professional land surveyor in Missouri and Arkansas.



Terry Westerman, PLS, RPLS

Terry has more than 35 years of experience in land surveying as a project drafter, technician, and crew chief. He also has over 25 years of project management experience. He is responsible for boundary and topographic surveys and is experienced in all aspects of land surveying, including total stations, GPS-Static Surveys and Real Time Kinematics, automatic and electronic levels.

Terry attended the University of Missouri-Rolla. He is a registered professional land surveyor in the following states: Illinois, Kansas, Mississippi, Missouri, Oklahoma, Tennessee, and Texas.



Jared Wilson

Jared has worked on numerous higher-ed, commercial, recreational, industrial, land development, and residential projects. His responsibilities include drafting, overall site design, utility coordination, project management, agency coordination and permit approvals. Mr. Wilson has spent his entire 24-year career with Cole. 

Jared earned an Associate of Applied Science Degree in Architectural Drafting and Surveying from Jefferson College-Hillsboro.


