Cole served as the prime consultant for a multi-phase and multi-year comprehensive ADA Self Evaluation & Transition Plan for the city of Tempe, Arizona.
Our Responsibilities
The project’s scope encompasses a thorough review of ADA compliance across various aspects of the city, including: public Rights-of-Way (PROW), parking facilities, parks, bus stops, and emergency evacuation routes.Â
Cole’s responsibilities span data collection, quality assurance/quality control (QA/QC), cost estimation, prioritization, public outreach, GIS integration, and readiness for data exportation to asset management software.

Phase 1: Review and Outreach
In Phase 1, Cole’s team conducted a detailed review of PROW (public-right-of-way) through parking areas, and parks in a high-traffic urban area. This involved thorough assessments of accessibility features and barriers, as well as extensive public outreach efforts to solicit feedback from the community. The findings were integrated into a formal Transition Plan, with data seamlessly incorporated into GIS for analysis and visualization.
Phase 2: Additional Data Collection
Building on the success of the Phase 1 assessment, Phase 2 expanded the review to include additional areas such as bus stops and emergency evacuation routes. Cole’s team collaborated closely with city staff and subconsultants to ensure comprehensive coverage and adherence to project timelines.
Phase 3: Additional Right-of-Way Collection and Remaining City Facilities
Phase 3 represents the culmination of the project, encompassing a city-wide assessment of ADA compliance. Cole’s leadership and expertise led the team through this final phase, providing valuable insights and recommendations for achieving full ADA compliance across the entire city of Tempe.
